13 Licensing at local authority level
(1) The Secretary of State may by order make provision for local authorities to carry out some or all of the Authority's relevant licensing functions in relation to such cases and such areas, and for such purposes, as may be specified or described in the order.
(2) References in this section to the Authority's relevant licensing functions are references to such of its functions under this Act (other than section 7) as relate to the grant, revocation or modification of licences to engage in any such licensable conduct as will or may involve, or relate to, the carrying out of activities to which paragraph 8 of Schedule 2 (door supervisors etc. for public houses and clubs and comparable venues) applies.
(3) An order under this section may-
(a) impose such conditions and requirements in respect of the carrying out of any of the Authority's relevant licensing functions by a local authority as the Secretary of State thinks fit; (b) provide for any of those conditions or requirements to be framed by reference to directions given by the Secretary of State in accordance with the order; (c) provide for any of the powers exercisable by a local authority by virtue of such an order to be exercisable concurrently in relation to the same case by the Authority and that local authority; and (d) authorise a local authority to retain any fee paid to them by virtue of section 8(7). (4) Section 11 shall apply in relation to a decision made by a local authority in accordance with an order under subsection (1) as it applies in relation to a decision of the Authority; and where it so applies it shall have effect as if the references in subsections (2) and (4) of that section to the Authority were a reference to the local authority that made the decision in question.
(5) The Secretary of State may by order make such provision repealing or modifying the provisions of any local enactment as he considers appropriate in consequence of the coming into force of any of the provisions of this Act or of an order under subsection (1).
(6) The Secretary of State shall consult the Authority before making an order under this section.
(7) In this section "local authority" means-
(a) the council for any county or district in England other than a metropolitan county the districts comprised in which are districts for which there are councils; (b) the council for any London borough; (c) the Common Council of the City of London; (d) the Council of the Isles of Scilly; (e) the council for any county or county borough in Wales.

One of our guys phoned today to request his application pack and was told it would be two weeks and he can expect it to take 20 weeks to process his application.
So now I raise the question at what point does the industry say enough is enough and push for the secretary of state to give powers to local authoritys to issue temp licenses to allow people to work becuase I belive that in the PSIA2001 there is something about this!!!
How can the government justify making people wait 5 months before they can begin feeding their families again???
If there are SIA people reading this message I would love you to answer that one!
These regulations may be put in place to stop criminals working on the door but is the Government just as criminal for stoppin people earning the money to feed their families!
NAME 1 other industry you have to wait for 5 months pay free before you can work!

I know it must be very difficult having someone who has assaulted get off as you see it however I have been in the same boat, I was seriously assaulted and off work for weeks got to crown court and the case was thrown out by the judge. Now the police do not decide whether someone is charged, but they submit a file to the crown prosecution service who say yay or nay. The police cannot do anything if the cps tell them not to charge.

i been off work a total of 4 weeks now from an ingury caused by being assaulted whilst on the dor. i was attacked by a crack head f**ked my knee up real bad. the company i work for take £2.00 a week insurance,for what i got no idea they not giving me nothing,they not once called me to see if i ok either. the police just called saying they not charging the lad as thee not enough evidence to charge him. what do they want? they got the whole incident on cctv and it clearlly shows what happened but they say because it not continuos footage and is like 1 second snaps it can't be used. they say the statments taken from my wrk partner and myself don't match up even though we sat with the police for 2 hours at the same table giving them.
after about 20 minutes on the phone i told the police that if it was him pressing chargers against me then it would be a different matter altoghter.
so what is the point of cctv if it not any good to use to convict someone who assaults you.
so what is the point of insurance if all it does it take take take and give nothing back when needed.
one lastthing the guy was so off his face on crack is was like trying to hold superman down,it took 2 door supervisors and 3 police in the end to get him out the venue.
i was told that he was not tested for drugs as he had not commited a robbery,whats a load of shit.so if he came in the venue and stole a toliet role and i called the police they would of drug tested him but because it was assault he gets away free.
i so wound up it unreal,what's the point in doing my job getting hurrt in ther process then getting no help from the compamy i work for or the police either..
